What is KDSP II?
The Kenya Devolution Support Programme Phase II (KDSP II) is a World Bank-financed programme implemented by the State Department for Devolution. It provides performance-based grants and technical assistance to county governments to strengthen institutional capacity, enhance public financial management, and improve service delivery at the county level.
Migori County participates in KDSP II, drawing on programme funds to build institutional systems, improve budget transparency, and deliver measurable results for residents across all 9 sub-counties.

KDSP II is structured around three main components, each addressing a distinct dimension of county governance.
Institutional Development Grants (IDGs)

Annual Performance
Assessment (APA)
Each year, all county governments are assessed against a set of Minimum Access Conditions (MACs) and Performance Measures (PMs). Counties that pass the MACs receive a base IDG allocation; counties that score higher on the PMs receive a larger performance-based top-up.
